Publica exclusivamente bajo el sumario principal trabajos de investigación, redactados siguiendo la fórmula IMRyDC+B: introducción, metodología, resultados y discusión más conclusiones, con una bibliografía actualizada: un mínimo del 70 % de las entradas han de ser de los últimos 10 años y la mitad de ellas de revistas científicas. Los revisores hacen un estudio por pares y 'ciego'. Se trata de un proyecto colectivo e interuniversitario, con numerosos docentes e investigadores de casi todos los países de habla española y portuguesa. La revista está en los bancos de datos EBSCO (Estados Unidos), DOAJ (Lund University, Suecia), Redalyc (México), Dialnet (España) y se halla indizada por el CINDOC -CSIC en DICE, ISOC, RESH, Oficina de Educación Iberoamericana, OEI; Dulcinea... En España es revista-fuente o de referencia, en el Directorio de Revistas Españolas de Ciencias Sociales / Comunicación, IN-RECS, de la Universidad de Granada, UGR. Ocupa la primera posición en el índice acumulativo del periodo 2003 - 2007; id. 2004-2008 y del año 2008."/>
<meta name="DC.Description" lang="en" content=“Revista Latina de Comunicación Social, RLCS, is a scientific journal edited at the University of La Laguna, ULL (Tenerife, Canary Islands) in the Laboratory of Information Technologies and New Analysis of Communication, LATINA according to its initials in Spanish, founded in 1987 by Dr. José Manuel de-Pablos-Coello, under the protection of special doctorate programmes for Latin American professors. The journal publishes under the main summary almost exclusively research papers written following the formula IMR&DC+B: introduction, methodology, results and discussion plus conclusion, with a updated bibliography: at least 70% of the bibliographic entries must be from the past 10 years and half of them from scientific journals in Spanish and English languages. Reviewers make a double blind peer examination. This is a collective and inter-university project, including many professors and researchers from almost all Spanish and Portuguese speaking countries. The journal is the following databases: EBSCO (USA), DOAJ (Lund University, Sweden), Redalyc (Mexico), Dialnet (Spain); and is indexed by the CINDOC-CSIC in DICE, ISOC, RESH, Office of Latin American Education, OEI according to its initials in Spanish; Dulcinea, etc. In Spain the journal is a reference in the Directory of Index of Spanish Periodicals of Social and Communication Sciences, IN-RECS, of the University of Granada, UGR. RLCS occupies the first position in the cumulative index for the periods 2003-2007; 2004-2008 and the year 2008.”/>

Contexto, análisis e interpretación” es un buen informe que nos conduce con detalle y esmero por la maraña legislativa francesa sobre los pluralismos interno y externo en los media. Las hipótesis de inicio, la metodología, la bibliografía y los instrumentos de investigación (documentación, legislación y entrevistas) son adecuados para el objeto a estudio. Las conclusiones responden al trabajo.Se echa a faltar una descripción sucinta sobre el estado de la cuestión del pluralismo en el mapa real de medios escritos y audiovisuales y que hubiera podido poner en valor la importancia del tema regulatorio sobre la realidad francesa. Choca que el CSA –guardián del pluralismo- esté preocupado por la existencia de campeones nacionales –temática que afecta al pluralismo- como también choca que la complejidad legislativa dificulte el quehacer del CSA lo que se resolvería con más recursos humanos para la vigilancia. No es meridiana la tesis de la autora de si el CSA cumple o no su cometido con profesionalidad aun cuando lo haga también con tolerancia.

<meta name="DC.contributor.referee I" content=" The article makes a very interesting contribution to the history of social communications during the Franco regime and, in particular, to studies on the Spanish cinema of that time. Its theoretical approach combines two widely developed perspectives: the function of cinema as a medium that helps shaping the ideological and socio-cultural traits that are characteristic of a historical context; and the analysis of films as cultural products that reflect the specific characteristics of the society in which they were produced. The article is a good report that leads us, with details and dedication, through the French legislative tangle to protect the internal and external pluralisms in the media. The initial hypothesis, the methodology, the bibliography, and the research instruments (documentation, legislation and interviews) are suitable for the object to study. The findings respond to the objectives.The article lacks a succinct description of the state of pluralism in the real map of printed and audiovisual media which could have added importance to the regulatory subject on the French reality. It is surprising that the CSA –the guardian of pluralism- is concerned about the existence of national champions –an issue that affects pluralism- and that the legislative complexity hampers the work of the CSA, which would be resolved with more monitoring human resources. The article does not make clear what is the author’s thesis on whether the CSA meets or not its duties with professionalism even when doing so with tolerance. A question to consider for the final diagnosis on the failures of the CSA, is whether in France -in a context of certain pluralism and despite the report Bloche- the elites have already other concerns? – Ramón Zallo, Ph.D. - Professor of Audiovisual Communication and Advertising at the University of the Basque Country."/>

En otras palabras, está muy bien estructurado y la metodología es la adecuada. El trabajo es de indudable utilidad para los profesores y estudiantes de Estructura y Políticas de Comunicación.Está planteado de un modo que podría servir como modelo para el estudio de otros casos del entorno europeo. Es muy meritorio abordar este objeto de estudio desde la distancia, manejando abundantes documentos de naturaleza jurídico-política y viajando a Francia para realizar entrevistas en profundidad muy pertinentes. El texto mejoraría si se ofreciesen más datos sobre la oferta mediática en Francia y sus transformaciones en el contexto de la digitalización pero aún sin ellos la aportación es de indudable valor por lo que se recomienda la publicación del texto.– Dra. In other words, it is very well structured and its methodology is appropriate. The work presented is certainly useful for teachers and students of Communication structure and policies.It is presented in a way that could serve as a model for the study of other cases within the European environment. It is important to recognize the author’s ability to address this subject from a distance, to take into account abundant political and legal documents, and the effort to travel to France to conduct the very relevant in-depth interviews. The article would be better if it offered more data on the media offer in France and the transformations provoked by the process of digitalization. <meta name="DC.description.abstract" content="Resumen: El presente artículo ofrece una visión histórica y a la vez actualizada de la regulación de los medios de comunicación en Francia con respecto a la protección del pluralismo. Para ello se ha realizado un estudio del marco legal aplicable a los medios de comunicación en este país, que se ha complementado con la visión de expertos académicos y profesionales, periodistas, representantes sindicales, miembros de organismos públicos del audiovisual y personalidades con conocimiento profundo del sector de los medios de comunicación francés. Esta visión fue obtenida a través de entrevistas en profundidad y consultas realizadas durante diversas estancias en París que se prolongaron durante un mes y medio entre 2008 y 2009. El análisis revela un marco legal altamente complejo, vasto y de difícil, sino imposible, aplicación que utiliza múltiples mecanismos e instrumentos para garantizar el pluralismo tanto externo (concentración empresarial, principalmente) como interno (contenidos). El resultado es un escenario que se erige como paroxismo de hiperegulación ineficaz, en lo que la autora interpreta como resultado de la lucha librada, de forma especialmente feroz en Francia, entre las dos grandes fuerzas modernas: los valores democráticos igualitarios y solidarios, de tan honda tradición en la República francesa, y el capitalismo neoliberal basado en la acumulación material y el individualismo. <meta name="DC.description.abstract" content="Abstract: This paper provides simultaneously a historical and a up-to-date perspective of media regulation in France in regards to the protection of pluralism. A research of the French media legal framework was conducted for this purpose as well as in-depth interviews with experts –scholars and professionals–, journalists, trade unionists, members of audiovisual public authorities and relevant figures with a wide knowledge of the media sector in France. Those interviews were held in Paris between 2008 and 2009 during stages that last for several weeks. Data reveals a highly complex legal framework, wide and difficult, if not impossible, to apply, which uses many mechanisms and tools to guarantee both external (corporate concentration issues, mainly) and internal pluralism (content surveillance). The result is a scenario that could be viewed as a top example of inefficient hyper-regulation. A discussion is presented on whether this phenomenon responds to the especially ferocious battle fight in France between the two largest modern trends: egalitarian democratic values, based on solidarity and so deeply connected with the historical tradition of the French Republic; and neoliberal capitalism based upon the ideas of material accumulation and individualism."/>
